Same issue here.

2 out of 4 windows 10 PC's I have access to cannot connect.
I noticed that one of the 4 had a win 10 update to install, gave it a try and sure enough after the update it couldn't connect either. So it appears my problem is due to a Windows Update.

The 4th also does not yet have the most recent updates installed and still works just fine.

I am currently uninstalling the most recent updates to see which is the culprit.

About to restart windows so will post more if I get a fix.

Fixed: Security Update KB3185611 seems to be the culprit. Uninstalled it and can access the share again.

Ok problem is back with the anniversary update which decided to install. Will probably try rolling back to before the win10 anniversary update and see if it works again.

Ok fixed it again with the anniversary update installed.

Control Panel\All Control Panel Items\Network and Sharing Centre\Advanced sharing settings

Make sure Network discovery is on (it was anyway)
Under Private (current profile)
Homegroup connections
Turn off "Allow Windows to manage..."
changing it to "Use user account and passwords..."

I think that's what fixed it for me.

Your way do not help me.
Windows 10 Enterprise 2015 LTSB

I have to deinstall KB3193821

But this is no good solution.

EDIT 2016-10-04

I have used O&O Shutup 10 with all Buttons.
Only Windows Update section is allowed.

After the patch KB3193821 it is not allowsed to disable NCSI (ActiveProbing)
