I do not own a TS, but if you haven't put at least one disk into
the TS (maybe it is even necessary to put three disks into the TS),
this is "normal".
Buffalo stores its firmware/OS onto the disks. There is just a small
"bootloader" within the flash. The majority of stuff resides on each
disk (each disk has one dedicated partition with firmware/OS stuff,
which is a mirror of each other, so you can remove any of them and
the OS is still available).

There are 4 hardisk drivers in my tera III, all of them formated with xfs file systems.
